SYMPTOMS
In Microsoft Windows XP Starter Edition, the embedded resource version of the Language Interface Pack (LIP) Multilingual User Interface Pack (MUI) files is incorrect. The embedded resource version incorrectly corresponds to Microsoft Windows XP Service Pack 1 (SP1). When you install a software update such as a hotfix or service pack, the version of the base DLL is updated. When this occurs, the embedded resource in the corresponding Windows XP Starter Edition MUI file will no longer load.

How the embedded resource checksum on the base DLL is calculated has been changed in Windows XP Service Pack 2 (SP2). In Windows XP SP2, this calculation is based on an enumeration of the resource types in the corresponding MUI file. In Windows XP SP1, this calculation is based on all the resource types in the base DLL.
The following registry subkey is updated when you install this update:
HKLM\SYSTEM\CurrentControlSet\Control\Nls\MUILanguages\RCV2
The following registry subkey is removed when you install this update:
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\MUILanguages\FileVersions
