Summary:

If IRQ 2 on your MACH 20 board mouse jumper block is selected, your mouse is disabled when you run Windows in Standard mode. The cursor shows up on the screen but does not respond to any mouse movement. The mouse works fine in Windows Real mode and in any MS-DOS application.

Updating the MACH 20 memory drivers allows you to run Windows in Standard mode, and, although Windows works in Standard mode, the mouse does not work if it is set up for IRQ 2.

To work around this problem, set the mouse to another IRQ line; one that won’t conflict with any other system device.
