Summary:

The TOOLS.INI file normally resides in the directory specified by the DOS environment variable INIT. However, in the Windows version 3.00 Software Development Kit (SDK) installation program (INSTALL.EXE), there is an incorrect message stating that TOOLS.INI resides in the directory specified by the HOME environment variable.

Run the Windows 3.00 SDK installation program.
Accept the default response (yes) at the following prompt:

Do you want Install to edit TOOLS.INI for you? [Y/N]
