CTRL+F4 (Toggle Case) Does Not Change Character Case

Problem:
Enter some text and format it for uppercase. Select the text and attempt to toggle the case with CTRL+F4. Notice that the text does not toggle between all capitals, lowercase, and initial caps with each CTRL+F4 keystroke.
Response:
The text is actually toggling between the three case states, but the character formatting of uppercase then overrides the case state. If the uppercase formatting is removed, you would see that the text had indeed toggled to another case state.
