SUMMARY
If two sections have been formatted with Odd Page for Section Start, and one section ends on an odd page, any header or footer defined for that section will not appear on the blank, even page that occurs before the next section begins.
This is by program design, and conforms with the “Chicago Manual of Style” guidelines.
