SYMPTOMS
When sending e-mail with a scheduled connection, only one item is sent per dial-up session.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

If you have Outlook configured to use the Internet E-mail transport, and have it set to send and receive every X
minutes, when it checks for new mail it will only send one item from the Outbox regardless of how many items are there.
To send all out-bound e-mail during one dial-up session, on the Tools menu, point to Send and Receive and click to select the sending mail account, or convert to the Internet Mail Only configuration to fully utilize connection scheduling.
