SYMPTOMS

When you try to remove Internet Explorer by clicking Microsoft Internet Explorer 4.0 or "Microsoft Internet Explorer 5 and Internet Tools" in the Add/Remove Programs dialog box and then clicking Add/Remove, you may receive the following error message:

Error loading setupwbv.dll A device attached to the system is not functioning.

When this occurs, Setup does not continue.

Or, you may receive the error message "Error loading Setupwbv.dll" when you run the Internet Explorer 5 Repair utility.

CAUSE

This behavior can occur if the Setupwbv.dll file is missing or damaged.

RESOLUTION

To resolve this issue, follow these steps:

  1. If there is a copy of the Setupwbv.dll file in the Windows\System folder, rename the file to Setupwbv.old. For information about how to rename a file, click Start, click Help, click the Index tab, type renaming, and then double-click the "Renaming Files" Help topic.
  2. Extract a new copy of the Setupwbv.dll file from the Setupw95.cab file in the folder containing your Internet Explorer Setup files to the Windows\System folder. For information about how to extract files, see the following article in the Microsoft Knowledge Base:

  3. Restart your computer.
  4. Try to uninstall Internet Explorer again.
