The helper flag is a special userright that allows users to

Move any page without a redirect
Delete and restore any page
Utilise Special:ReplaceText to quickly process string replacements

In the past, this extension was called as Mover for those who were helping with reorganising the wiki naming structure. Now this is a generic usergroup intended to identity users who are helping with general wiki matters, but are not otherwise taking a moderator or administrator role.
