Summary:

When the status bar is turned off (Options Preferences), a new bottom view is arranged (Window Arrange All), and then the status bar is turned on, the bottom scroll bar is not shown.

To make the scroll bars reappear, choose Window Arrange All again. This feature allows you to maximize the viewing area of the window by covering the scroll bars without having to turn them off.
