This build is an interim build of Windows ME. This build was released on September 9th 1999. This build is referenced in "The Road to Gold: The development of Windows Me" at Paul Thurrott's SuperSite for Windows. [1] According to Thurrott, this build has early versions of Help and Support and System Restore. There are two screenshots that could be of this build, but since the screenshots have no build information, this cannot be confirmed. [2] [3]

This build was leaked by TRPS on September 8th 1999, and is also on an old FTP that is currently down (202.38.64.41) but hasn't been found yet.

Therefore this is a lost build.
