Error message when you try to open the SMS 2003 Administrator console: "Connection Failed"

SYMPTOMS

After you install Microsoft Systems Management Server 2003 (SMS) 2003, you receive the following error message when you try to open the SMS Administrator console:

Connection Failed.

The Smsprov.log displays an error message that resembles the following:

SQL Connection attempt timed out [28000][18456][Microsoft][ODBC SQL Server Driver][SQL Server]
Login failed for user 'NT AUTHORITY\SYSTEM'. -- [28000][18456][Microsoft][ODBC SQL Server Driver][SQL Server]
Login failed for user 'NT AUTHORITY\SYSTEM'.

[A9C][Thu 02/19/2004 20:47:09]:... CANT CONNECT TO SQL, RETURNING ERROR

The Adminui.log file may display an error message that resembles the following:

The Wbemprox.log file that is located in the %WindDir%\Systems32\Wbem\Logs\ folder may display an error message that resembles the following:

Error loading module {F7CE2E13-8C90-11D1-9E7B-00C04FC324A8}, return code is 0x80070005(Wed Feb 26 00:09:14 2003) :
NTLMLogin resulted in hr = 0x80041003(Wed Feb 26 00:09:14 2003) :
Access denied was returned, giving up!(Wed May 28 14:40:08 2003) :
ConnectViaDCOM, CoCreateInstanceEx resulted in hr = 0x800706ba(Wed May 28 14:40:08 2003) :

CAUSE

This issue occurs when the SQL Server account does not have the required permissions to access the SMS database on the local computer. In this case, the SQL Server account must be added to the System Administrator server role on the database server.

RESOLUTION

The SQL Server account can be one of the following:

  • The SMS 2003 service account if you are using SMS Standard security
  • The SMS site server computer account if you are using SMS Advanced security

To resolve this issue, you must give the SQL Server account the rights to access the SMS database on the computer. To do this, follow these steps:

  1. If you are using SMS Standard security, create SQL Server login accounts on the remote computer that is running SQL Server for the following service accounts. Then, give the SQL Server System Administrator role the rights to use the following login accounts:
    • The SMS service account
    • The Remote Service account (SMSSvc_sitecode_xxxx)
    If you are using SMS Advanced security, create a SQL Server login account for the SMS site server computer account on the remote computer that is running SQL Server. Then, give the SQL Server System Administrator role the rights to the site server computer account.
  2. Click Start, click Programs, click Microsoft SQL Server, and then click Enterprise Manager.
  3. Expand Microsoft SQL Servers, expand SQL Server Group, expand the server to which you want to add a SQL Server login account, and then expand Security.
  4. Right-click Logins, and then click New Login.
  5. On the General tab, add the account name and the authentication information.
  6. Under Defaults, click the list next to Database, and then select the SMS database that you want.
  7. Click the Server Roles tab, and then select the System Administrators check box in the Server Roles list.
  8. In the Server Role Properties - sysadmin dialog box, verify that the new account name is listed in the Specify which logins are members of the security role list, and then click OK.
