SYMPTOMS

When you use Microsoft Windows 2000 Professional or Microsoft Windows XP Professional, some performance counters in Internet Information Services (IIS) that are associated with file cache hits, file cache hits percentage (%), and file cache misses in the IIS global performance object may always indicate zero.

This behavior is by design.

The versions of IIS that can be installed on the Professional versions of the Windows operating system are intended as development platforms and are not designed for use as production servers. These versions of IIS have certain features that are provided in a limited capacity or are completely disabled. Some features may be available, but Microsoft Product Support Services (PSS) does not support these features.
