SYMPTOMS
When you use the command line utility Fpsrvadm.exe, installing the FrontPage 2000 Server Extensions can take up to three minutes per site. This issue occurs on a Web server running O'Reiley WebSite Professional version 2.3.17 when there are more than 4,000 software virtual servers configured on the same computer.
RESOLUTION
To resolve this problem, obtain Microsoft Office 2000 Service Release 1/1a (SR-1/SR-1a).

Microsoft has confirmed that this is a problem in FrontPage 2000 Server Extensions. This problem was corrected in Microsoft Office 2000 SR-1/SR-1a.
