You receive a "Default Website has not been configured properly for Project Server for unknown reasons" error message when you try to install SharePoint Team Services

SYMPTOMS

When you use the Microsoft SharePoint Configuration Wizard from Project Server 2002 to install Microsoft SharePoint Team Services (STS), you may receive the following error message:

Microsoft Project Server: SharePoint Configuration Wizard Setup Error

Default Website has not been configured properly for Project Server for unknown reasons.

Setup will restore SharePoint to its original state.

You can also run the setup program again to configure the existing SharePoint Server.

CAUSE

This issue may occur if any of the following conditions exist:

• The Integrated Windows Authentication is not configured to the Web site that you are installing SharePoint Team Services to.
• The server where SharePoint Team Services was to be installed does not have the appropriate Network Library.
• The Application Protection may not have the appropriate memory pool.
• The SharePoint Configuration Wizard may not be able to resolve the server name for the server that is running Microsoft SQL Server and that hosts the STS database.
• The IPaddress of the Web site for SharePoint Team Services is a virtual IP address that corresponds to a second network adaptor on the server.
• The data components have not been updated.

RESOLUTION

To resolve this issue, follow the steps under the "Cause" section of this article that matches your conditions.

Cause One

The Integrated Windows Authentication is not configured to the Web site that you are installing SharePoint Team Services for. To resolve this issue, follow these steps:

1. Open Internet Services Manager on the Web server. To do this, follow these steps:
   1. Click Start, and then click Programs.
   2. Click Administrative Tools, and then click Internet Services Manager.
2. Right-click the Web site where STS will be installed and provisioned.
3. Click Properties.
4. Click the Directory Security Tab, and then click Edit next to Anonymous Access and Authentication Control.
5. Click Integrated Windows Authentication.
6. Click OK to close the Internet Information Server (IIS) on the Properties menu.

Though you received the error message described in the Symptoms section of this article, SharePoint Team Services will be partially installed. However, the additional items for Project Server may not have been completely installed. If STS was partially installed, use these workarounds to repair the installation. Step one:

1. Click Start, click Programs, click Administrative Tools, and then click Internet Service Manager.
2. Expand the Web site that you want to install STS to (for example, Default Web site).
3. Right-click the MS_ProjectServer_PublicDocument folder, and then click Delete.

Step two:

1. Run Setup.exe on the Project Server 2002 CD.

2. On the Setup menu, click SharePoint Configuration Wizard.
   
   You receive the following message:

   Microsoft Project Server:  SharePoint Configuration Wizard
   
   Microsoft SharePoint Team Services has been installed on this computer together with Microsoft Project Server specific template files.
   
   -Provision additional SharePoint Websites for Project Server
   -Restore SharePoint Team Services original template files.

3. Click Provision additional SharePoint WebSites for Project Server, and then click Next.
4. Click the Web site that you want to install SharePoint Team Services, and then click Next.
   
   Note You may receive the following error message:

   Microsoft Project Server: SharePoint Configuration Wizard Warning, Failed to Create Database Role.

   This error message can be ignored and may appear more than one time. Click OK to remove each warning message that appears.
5. Make note of the confirmation page information you receive, and then click Finish.
6. Continue the wizard to also add SharePoint Team Services in Project Web Access.

Cause Two

The server where SharePoint Team Services was to be installed does not have the appropriate Network Library.

Change the Microsoft SQL Protocol on the server that you will install SharePoint Team Services. To do so, follow these steps:

1. Click Start, click Run, type cliconfg in the Open: box, and then click OK.
   

Note This invokes the SQL Server Client Network Utility.

1. Click the General tab and change the Default Network Library from Named Pipes to TCP\IP.
2. Click OK.

SharePoint Team Services was partially installed. To complete the installation of STS for Project Server, follow the steps that are listed under Cause One.

Cause Three

The Application Protection may not have the appropriate memory pool.

Change the Application Protection to your Web site to Low or High in Internet Service Manager. To do so, follow these steps:

1. Click Start, click Run, type InetMgr, and then click OK.
2. Right-click the Web site that you want to Provision and Extend, and then click Properties.
3. Click the Home Directory tab.
4. Change the Application Protection to either Low or High.
5. Click OK to exit the menu.
6. Run the SharePoint Team Services installation.

Cause Four

Substitute the IP address for the name of the server that is running SQL Server in the Database Server Information dialog box when you run the SharePoint Configuration Wizard.

Cause Five

To work around this issue, temporarily change the IP address of the Web site to All Unassigned until the SharePoint Configuration Wizard is finished. To do this, follow these steps:

1. Click Start, click Run, type inetmgr, and then click OK.
2. Right-click the Web site for SharePoint Team Services, and then click Properties.
3. Click the Web Site tab.
4. On the IP Address menu in the Web Site Identification section, click All Unassigned.
5. Click OK to close the Properties menu.
6. Expand the Web site where you first tried to install SharePoint Team Services.
7. Locate the MS_ProjectServer_Public Documents folder. If the folder exists, right-click the folder, and then click Delete.
8. On the Project Server CD, click Setup.exe, click SharePoint Configuration Wizard, and then click SharePoint Team Services for Project Server.
   
   Note You may receive the following error message if you previously installed SharePoint Team Services and then extended the site, but you did not run the SharePoint Configuration Wizard:

   Failed to Create Database Role

   Click OK until the error message disappears. You receive the error message because the Database Role was previously created. The wizard is now trying to write the database role.
9. After the wizard has finished, you receive a confirmation window that contains the following information:
   • The server name
   • The Web server port
   • The SharePoint Administration port
   • The database server name
   • The database name
   Note the information that appears in this window.
10. Finish connecting SharePoint Team Services to Microsoft Project Web Access.

Cause Six

To resolve this issue, follow these steps:

1. Apply a hotfix for SharePoint Team Services.
