SUMMARY
This article describes how to apply group policies to user accounts. Group membership-based policies are not applied automatically after an account is updated. When you modify the group membership of an existing account, a recipient policy that is based on group membership may not be applied automatically to that account. This behavior occurs because the user account's update sequence number (USN) is not updated when you change the user account's group membership. Only the group object's USN is updated.

The Recipient Update Service runs according to schedule, and it updates user accounts that have a USN that is higher than the highest USN on the previous run of the Recipient Update Service.
Because the account's USN is lower than the USN of the last object that the Recipient Update Service processed, no changes are made to that user account. However, when you click Rebuild, the Recipient Update Service processes every user account in Active Directory.
To work around this issue, modify another attribute of the user account. You can also rebuild (instead of updating) the Recipient Update Service.
