SYMPTOMS

When you modify the group membership of an existing account, a recipient policy that is based on group membership may not be applied automatically to that account.

CAUSE

This issue can occur because the user account's update sequence number (USN) is not updated when you change the user account's group membership; the group object's USN is updated.

The Recipient Update Service runs according to schedule and updates user accounts that have a USN that is greater than the greatest USN on the previous run of the Recipient Update Service.

Because the account's USN is lower than the USN of the last object that the Recipient Update Service processed, no changes are made to that user account. However, when you click Rebuild, the Recipient Update Service processes every user account in Active Directory.

WORKAROUND

To work around this issue, modify another attribute of the user account. You can also rebuild the Recipient Update Service, instead of updating the Recipient Update Service.
