Windows 95 build 950 r-7 is an RTM build of Windows 95 for some international releases instead of the common r-6. The "r-7" is only visible in a Hebrew release, as it is normally hidden for RTM builds.
It is currently unknown why exactly was r-6 recompiled into r-7 for the Hebrew language, though it would make sense if there were issues with displaying Hebrew characters and similar language-specific problems.
