Chicago build 81 is the earliest leaked build to use the single Start button by default (but not the earliest leaked build to have it). It is the first leaked build to introduce the famous "X" close button on windows and by this point, the overall UI was mostly done and merely refined in later builds.
If you're installing this build in Microsoft Virtual PC 2004/2007, make sure to select "XGA compatible" as your display adapter during Setup.
