This build is mentioned in Microsoft antitrust document PX05218 from January 1991, which compares it's performance to PC/GEOS. The results show that the overall the build performs worse than PC/GEOS on the same hardware. At the end of the document, it is revealed that this build either does not yet feature TrueType support or at least it doesn't work.
