This build is mentioned in Microsoft antitrust document PX05218 from January 1991, which compares it's performance to PC/GEOS.
The results show that overall the build performs worse than PC/GEOS on the same hardware. At the end of the document it is revealed that this build either does not yet feature TrueType support or it doesn't work in this build.
