Windows 3.0 build 33 is mentioned in Microsoft anti-trust document PX09006 from August 1989. According to the document, this build already had functional e-mail support and was very slow. This build was later shared online on 23rd September 2022.

Installation

Windows 3.0 Build 33 is provided on 5 5.25" 1.2 Megabyte floppy disks, and also comes with 3 more for the SDK (Software Development Kit). Make sure you have a 5.25" High-Density floppy disk drive in your VM or your PC. Next, make sure COMPAQ MS-DOS 3.31 is installed (you can also use MS-DOS 4.0x, but who would want to use something so buggy and unstable anyways?). You can also use MS-DOS versions before 3.31 (for example, MS-DOS 3.10). Make sure to use 8-12 Megabytes of RAM.

Windows

Make sure to install MS-DOS on your PC, then type in "MD WINDOWS." Since this build doesn't have a setup program, you have to install Windows manually. To do this, type cd, and then the directory for windows you made. Then, type A: or B: (depending on what drive letter the 5.25" High-Density FDD is assigned), then type "copy *.* C:" and put the next disk in, and type that same thing, and do it again until you're on the 5th and final disk. Once you've copied Disk 5 over, type in "C:", and type "echo DEVICE=C:\WINDOWS\HIMEM.SYS>>C:\CONFIG.SYS", raise the number of files and buffers to 40, reboot your machine, type "CD WINDOWS" and then type in "win" to start Windows.

Windows SDK

As of now, there is no Debug Tools Disk (maybe there is?), so installation is impossible anyways, but maybe it won't be in the future.

Windows

Windows 3.0 Build 33 is the first build of Windows to have the three modes and 8088/86 support seen in Windows 3.0 and builds of Windows 3.1 up until Build 34f, instead of forcing a 16-bit protected mode on a 386 CPU and higher.

This build is lacking a setup program, but it does have a setup.inf file, which mentions PROGMAN.EXE, a runtime version of Windows 3.0, has some pieces of what would have been, an EGA Low-Resolution driver, scrapped fonts (TMSRPUB and COURPUB), it is also called Windows/386 3.0, mentions a Tandy 1000, and just a lot of stuff in that one file. It uses the MS-DOS Executive because the Program Manager is absent along with the File Manager applications.

Another thing is that some apps are mentioned in Windows 3.0 Build 33's SETUP.INF, but aren't present, either that, or they're in Windows 3.0 Build 33 SDK.
