This update for the Windows operating system is available to allow customers and partners to test and implement the new time zone for Caracas, Venezuela, prior to an official announcement of the date to move to the new time zone.
This update makes a change to your Windows operating system by installing a new time zone for Caracas, Venezuela. The name of the new time zone is Venezuela Standard Time, and the display name for this time zone is (GMT -04:30) Caracas.
The government of the Bolivarian Republic of Venezuela has announced a change to the time zone for the country, which to date has typically observed South America Western Standard Time. According to current official reports, the start date for new time zone is yet to be determined. However, it is projected to occur on or before December 31, 2007. When customers move their Windows clients to the new time zone, clocks will move backwards 30 minutes, from UTC -4:00 to UTC -4:30. This change begins at 11:59:59 PM local time on the start date. Clocks should be moved back to 11:30:00 PM rather than advancing to 12:00:00 AM (midnight).
We recommend that customers who manually update their time zone information by using this update maintain their current time zone settings and confirm the start date of the time zone change in the Bolivarian Republic of Venezuela before using the new time zone.
End users may perform this update. The resulting new time zone may remain on the time zone tab and have a display name of (GMT-04:00) La Paz until the user manually makes a transition to Venezuela Standard Time. This time zone is also known as SA Western Standard Time.
Using this new time zone before the official time zone change affects the date and time on your computer.

WORKAROUND
To work around this issue, follow these steps:
- Use the Time Zone Editor tool (Tzedit.exe) to set the new DST start time and end time for the (GMT+04:00) Caracas, La Paz time zone.
Note The Tzedit.exe tool is included in the Windows Resource Kit.
- Use a script or another tool to copy the registry changes that are made by the Tzedit.exe tool to client computers.
