Error message when you try to sign in to Zune Marketplace: "Sign in failed"

SYMPTOMS

When you try to sign in to Zune Marketplace, you receive the following error message:

Sign in failed.
You've tried to sign in too many times with an incorrect e-mail address or password, or someone else is trying to sign in to the account [Your Windows Live ID will appear]

Additionally, you cannot complete the sign-in process.

CAUSE

This issue occurs when your Windows Live ID fails when you try to sign in to Zune Marketplace.
