SYMPTOMS
When you use the Regsvr32.exe command-line utility to try to register the Msxml3.dll file in Microsoft XML 3.0, you receive the following error message:
Additionally, you may experience some problems after the registration process fails. For example, you may be unable to run Microsoft Management Console.
This problem occurs if you use a non-administrator account to log on to Windows. For example, you use an account that is a member of the Power Users group.
CAUSE
This problem occurs because the registration process was changed in Microsoft XML 3.0 Service Pack 7 (SP7).
RESOLUTION
Hotfix information
A supported hotfix is now available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next service pack that contains this hotfix.

You must have Microsoft XML 3.0 SP7 installed to apply this hotfix.
Restart information
If the Microsoft XML 3.0 files are used during the hotfix installation, you must restart the computer after you apply this hotfix.

WORKAROUND
To work around this problem, use an account that is a member of the Administrators group to log on to Windows, and then reregister the Msxml3.dll file. To register the Msxml3.dll file, run the following command:
regsvr32 msxml3.dll
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
MORE INFORMATION
As a safety precaution, certain third-party applications try to reregister the Msxml3.dll file. In earlier versions of Microsoft XML 3.0 than Service Pack 7, members of the Power Users group have sufficient permissions to reregister the Msxml3.dll file. In Microsoft XML 3.0 Service Pack 7, the registration process acquires Full Access permissions to the Microsoft XML 3.0 registry subkeys. The process fails when non-administrators try to register the Msxml3.dll file. This hotfix gives the non-administrator accounts Read and Write permissions to the Microsoft XML 3.0 registry subkeys.
The version number of the Msxml3.dll file in Microsoft XML 3.0 SP7 is 8.70.1113.0. Microsoft XML 3.0 SP7 is installed together with the security update that is described in the following Microsoft Knowledge Base article:

Note This hotfix only affects reregistering the Msxml3.dll file. To install or to upgrade the Msxml3.dll file, you must log on to Windows by using an account that is a member of the Administrators group.
