SYMPTOMS
When you run Wusa.exe together with the /quiet option to try to install certain software packages on a Windows Vista-based computer, the installation fails. Additionally, you do not receive an error message. This problem occurs with packages that contain a custom software license agreement.
Note Security updates and other Windows Vista updates do not carry separate Microsoft Software License Terms and are therefore not affected by this problem.
CAUSE
This problem occurs because Wusa.exe does not make the appropriate Windows Update Agent (WUA) API call that notifies the WUA that the package contains a custom software license agreement. Also, Wusa.exe does not notify the WUA that Windows Update can install the package without displaying the custom software license agreement.
