SYMPTOMS
Consider the following scenario. You follow the steps in "Method 2" in the following Microsoft Knowledge Base article to create a secondary virtual directory:
817379 Exchange ActiveSync and Outlook Mobile Access errors occur when SSL or forms-based authentication is required for Exchange Server 2003
Then, you enable forms-based authentication. In this scenario, Direct Push does not work in Exchange ActiveSync in Microsoft Exchange Server 2003 Service Pack 2 (SP2).
CAUSE
This problem occurs because the client does not use the secondary virtual directory when the client uses the WebDAV Subscribe command.
RESOLUTION

Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing. Because of file dependencies, you must be running Exchange Server 2003 Service Pack 2 (SP2) to install this hotfix.
