SYMPTOMS
You may receive error messages in the Distributed File System (DFS) Replication health report on a computer that is running Microsoft Windows Server 2003 R2. These error messages state that performance counters cannot be retrieved from one or more of the systems that have Multilingual User Interface Pack (MUI) installed on them.
