SYMPTOMS

When you re-encode content from a higher frame rate to a lower frame rate and then play back the re-encoded content, motion appears jittery and unnatural. This problem occurs when the application that you use to re-encode the content was built by using the Microsoft Windows Media Format 9.5 Software Development Kit (WMFSDK).

CAUSE

The application that you use to re-encode the content drops the wrong frames. This problem occurs because the algorithm for dropping frames does not provide a consistent dropping pattern when you re-encode content from a higher frame rate to a lower frame rate.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Windows Media Format SDK release that contains this hotfix.

Microsoft scanned this file for viruses. Microsoft used the most current virus-detection software that was available on the date that the file was posted. The file is stored on security-enhanced servers that help prevent any unauthorized changes to the file.

An example of this problem is re-encoded content that was originally encoded at 24 frames per second (fps). The content was re-encoded at 12 fps. When the re-encoded content is played back, the expected frame output is the following series:

1, 3, 5, 7, 9, and so on


However, the actual frame output is not the expected series. Therefore, you experience the problem that is mentioned in the "Symptoms" section.
