SYMPTOMS
In Microsoft Internet Security and Acceleration (ISA) Server 2004, when a client computer makes a request for a URL that is not defined in any Local Domain Table (LDT), the dial-up connection to a remote network is continually dialed if a Dial on Demand connection is configured to connect to a remote network.
Notes
- ISA Server 2004 does not usually have to dial the remote network for Internet URLs.
- ISA Server 2004 should only dial the remote network if the requested URL is in the LDT for the remote network or if a requested Internet Protocol (IP) address matches the IP address of the remote network.
CAUSE
This problem occurs because ISA Server 2004 does not know whether to use a DNS server on the remote network to resolve the requested URL. Therefore, ISA Server 2004 dials the remote network to determine whether there is an available DNS server for the requested URL.
RESOLUTION

After you apply the hotfix
After you apply the hotfix that is described in this article, enable the DontDialToGetADnsServer flag. When this flag is enabled, the connection will not be dialed if the requested URL is not defined in any LDT.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section. This problem was first corrected in Internet Security and Acceleration Server 2004 Service Pack 2.
