You receive a "The project is not checked out to you" error message when you use Project 2003 Professional to open a project that is stored in Project Server 2003

SYMPTOMS

When you use Microsoft Office Project Professional 2003 to open a project that is stored in Microsoft Office Project Server 2003, the project does not open. Instead, you receive the following error message:

Project Server was unable to process the request.

The project is not checked out to you. Save your project as a file to your computer, or contact your server administrator.

CAUSE

This problem occurs if binary data in the project is damaged. The damaged binary data is stored in the RESERVED_BINARY_DATA column of the MSP_PROJECTS table in the ProjectServer database.

For example, this problem occurs if the project is missing data such as the binary properties that identify the number of tasks and the number of resources in the project. In this scenario, Project Professional 2003 cannot open the damaged project.

RESOLUTION

How to obtain the hotfix

This issue is fixed in the Project 2003 post-Service Pack 1 Hotfix Package January 28, 2005. For more information, click the following article number to view the article in the Microsoft Knowledge Base:

After you apply this hotfix, Project 2003 Professional can regenerate the missing binary data in damaged projects by using other values that are present for tasks, for resources, and for assignments. Therefore, you can open the project. Note that if the project contained contour information, the contour information may be lost. That is, when you open the project, the values for the total amount of work is correct. However, the contour information may not be retained.

For example, consider the following scenario.

  1. The total amount of actual work on a task in your project is 12 hours. The actual work is distributed as 5 hours on one day and as 7 hours on another day.
  2. The binary data of the project becomes damaged. You cannot open the project by using Project 2003 Professional.
  3. You apply the hotfix that is described in this article.
  4. You open the project by using Project 2003 Professional. The total amount of actual work on the task is still 12 hours but the contour information for the task is distributed as 8 hours on one day and 4 hours on the other day.
