SYMPTOMS

When you add a new keyboard layout in a Microsoft Windows Server 2003-based Windows Preinstallation Environment (Windows PE), and then you try to configure the new keyboard layout, the operation is unsuccessful.

CAUSE

This problem occurs because Windows Server 2003 cannot locate the Windows folder that contains the .dll file for the new keyboard layout. When you configure a new keyboard layout, Windows Server 2003 makes sure that the .dll file for the keyboard layout is present in the Windows folder of the local hard disk. However, in a Windows Server 2003-based Windows PE, the Windows folder is located either on a Windows PE CD-ROM or in a remote location if you are using Windows PE on a Remote Installation Services (RIS) server. In this scenario, when you try to configure a new keyboard layout, Windows Server 2003 searches for the Windows folder but cannot locate it.

RESOLUTION
