SYMPTOMS
When a certificate is issued by a certification authority (CA), and this certificate contains a URL that references the certification practice statement (CPS) as a policy extension to the certificate, the certificate may cause interoperability problems. For example, when a user or a computer tries to use a certificate that has a CPS URL policy extension, some programs do not accept the certificate.
CAUSE
This problem occurs if the URL is encoded in Unicode format instead of in the standard IA5String format for X.509 certificates.
RESOLUTION

A supported hotfix is now available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. This hotfix might receive additional testing.
