SYMPTOMS
When you try to move a mailbox to another mailbox store in Microsoft Exchange Server 2003, the mailbox move operation is unsuccessful. When you view the log file information that is available after you complete the Exchange Task Wizard, you notice the following error code:

CAUSE
This problem may occur if both of the following conditions are true:
- You used the Microsoft Exchange Mailbox Merge program (Exmerge.exe) to migrate data from Microsoft Exchange Server 5.5 mailboxes in a different Exchange organization.
- During the Exmerge.exe process, you selected the option to extract associated folder messages from the source information store and to import those messages to the target information store. For example, in the Source Server dialog box, you clicked Options, and then you clicked to select the Associated folder messages check box on the Data tab.
Note Associated folder messages are used to store folder rules and views.
In this scenario, when you try to move a mailbox that has been migrated by using Exmerge.exe, the move operation is not successful if the mailbox contains a message copy rule or a message move rule that is corrupted.

Hotfix installation information

If this registry entry is set to a value other than 0 (zero), Exchange 2003 ignores a failure to move a move rule or a copy rule. When you enable this registry entry, the following new event is generated when Exchange 2003 ignores a failure to move a move rule or a copy rule:

WORKAROUND
To work around this problem, try to remove the copy rules or move rules from the mailbox before you move that mailbox. Additionally, run the ISINTEG against the mailbox store to determine if any problems exist in the database.
