INTRODUCTION
When you try to do a cross-site move, also known as a cross-administrative group move, in a Microsoft Exchange Server mixed-mode environment by using the new functionality that was introduced with Microsoft Exchange Server 2003 Service Pack 1 (SP1), you may not be able to complete the move successfully.
When you try to move mailboxes, you may also receive an error message that is similar to the following:
To do a cross-site move in an Exchange mixed-mode environment, you must first install an update. This update addresses known problems with the Microsoft Exchange Server 5.5 information store. You must install the update on all Exchange Server 5.5 computers that are in the Exchange organization and that have public folder stores configured.

MORE INFORMATION
The May 2004 Update Rollup contains updates to the Active Directory directory service and the Exchange Server information store. This update is required for site consolidation in Exchange Server 2003 SP1. This update makes sure that when you use the DS/IS Consistency Adjustment setting and the Remove unknown user accounts from public folder permissions setting in Exchange 2003 Server SP1, the new functionality will not remove mailboxes or distribution lists that have been moved cross-site.
Mailboxes or distribution lists that have been moved cross-site are associated with the distinguished name of the object that existed before the move. This association is maintained because Exchange 2003 SP1 applies an X.500 proxy address on the mailbox or distribution list that references the original mailbox or distribution list object in the source site. The X.500 proxy address is also used by the updated DS/IS Consistency Adjustment process when the process considers whether to remove “unknown” security descriptors.
