SYMPTOMS
The SetVarDate and GetVarDate methods of the SWbemDateTime object do not correctly follow the Common Information Model (CIM) date and time format. Specifically, the bIsLocal Boolean offset and the Universal Time Coordinate (UTC) offset are not processed correctly.

SWbemDateTime is a Windows Management Instrumentation (WMI) scripting object that is used to parse and to set CIM date and time values. A SWbemDateTime object can be initialized from and formatted in either VT_DATE or FILETIME values by using methods on the object. These values can be parsed in component year, month, day, hour, minutes, seconds, or microseconds by using properties of the SWbemDateTime object. You can use either local or UTC values to format the SWbemDateTime object.
