SYMPTOMS
When Microsoft Exchange Server 5.5 receives a message from a foreign X.400 system, the Exchange Server computer may send a non-delivery report (NDR) in reply, and the message may not be delivered successfully.
The Exchange Server 5.5 message transfer agent (MTA) may log a conversion error event that is similar to the following:
CAUSE
This problem may occur if the message is sent by using a code page that is not supported by the message transfer agent. Code pages for Eastern European languages that use the Cyrillic alphabet may cause this problem.
RESOLUTION

Exchange Server 5.5 Service Pack 4 must be installed on your computer before you install this hotfix.
Restart requirement
You do not have to restart your computer after you apply this hotfix. The hotfix restarts the Exchange services that are affected.
