SYMPTOMS
When you open or when you switch from Code view to Design view in a very large Managed C++ Windows Forms project that has many controls on the Windows Form, the controls no longer appear in Design view. For each missing control, you receive the following message in the Task List window: the message
The declarations of all the missing controls are still in the source code of the Windows Form Header File.
Another symptom of this problem is that you experience a delay of several minutes when you open the Design view of a form.
RESOLUTION
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.
