SYMPTOMS
The following functions may return incorrect results on ARM-based kernels:
- LocalFileTimeToFileTime()
- FileTimeToLocalFileTime()
- FileTimeToSystemTime()
- SystemTimeToFileTime()
This is only known to occur on debug builds of the operating system.
