You receive an execute access is denied error message when you connect to the home page of a Web site created in SharePoint Portal Portal Server 2003 or in SharePoint Services

SYMPTOMS

When you connect to the home page of a new Web site that you created by using Microsoft Office SharePoint Portal Server 2003 or Microsoft Windows SharePoint Services, you may receive the following error message:

The page cannot be displayed

HTTP Error 403.1 - Forbidden: Execute access is denied.
Internet Information Services (IIS)

CAUSE

This problem may occur if incorrect permissions are set on the virtual server that contains the SharePoint Web site. When you create a SharePoint Web site, SharePoint Portal Server and Windows SharePoint Services do not verify whether Execute permissions are configured on the virtual server in Microsoft Internet Information Services 6.0 (IIS). If incorrect Execute permissions are set on the virtual server, you can create a Web site but you cannot view its home page after the portal site is created.

WORKAROUND

To work around this issue, configure the virtual server to use either the Scripts only setting of the Execute permission or the Scripts and Executables setting of the Execute permission. To do so:

  1. Start Internet Information Services (IIS) Manager.
  2. Right-click the Web site that contains the SharePoint Web site that you created, and then click Properties.
  3. Click the Home Directory tab.
  4. Under Application settings, click either Scripts only in the Execute permissions list or Scripts and Executables in the Execute permissions list (as appropriate to your situation). Click OK.
  5. Quit IIS Manager.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.

MORE INFORMATION

In IIS, when you set the Execute permission to the Scripts only setting, you can run scripts (but not executable files) on the virtual server. When you set the Execute permission to the Scripts and Executables setting, you can run both scripts and executable files on the virtual server.
