To create a Windows 98 Second Edition emergency startup disk from PC DOS 2000, follow these steps:
- Start the PC DOS 2000 guest PC.
- From the Virtual PC menu, click File, and then click Virtual Disk Wizard.
- Follow the instructions in the Wizard, and then click Next.
- Click Create new floppy or hard disk image, and then click Next.
- Click Create new floppy disk image, and then click Next.
- Type a name for the disk image, such as Windows 98SE Emergency Startup Disk, select a location where you want to save the disk, and then click Save. Note the location of the disk.
- Click Next to continue, and then click Finish.
- Take any one of the following actions:
- Drag the Windows 98SE Emergency Startup Disk.vfd disk image to the PC DOS 2000 guest PC's floppy disk icon at the lower left corner of the Virtual PC toolbar.
- Drag the Windows 98SE Emergency Startup Disk.vfd disk image to the PC DOS 2000 guest PC's floppy disk icon at the lower left corner of the Virtual PC toolbar.

- Right-click the Floppy icon, and then click Capture Image.
- Right-click the Floppy icon, and then click Capture Image.

- From the Floppy menu, click Capture Image, locate the Windows 98 Second Edition emergency startup disk that you saved in step 6, and then double-click the file to mount it.
- Insert the Windows 98 Second Edition CD-ROM.
- Change to the CD-ROM drive (typically drive D or drive E). To do so, type D:, or type E:, and then press ENTER.
- Change to the OLDMSDOS folder. To do so, type cd\tools\oldmsdos, and then press ENTER.
- Run Smartdrv.exe. To do so, type smartdrv.exe, and then press ENTER.
Note You do not have to use Smartdrv.exe to create the disk image. With Smartdrv.exe, you can create the disk image faster.
- Change to the FAT32EBD folder. To do so, type cd\tools\mtsutil\fat32ebd, and then press ENTER.
- Run Fat32ebd.exe. To do so, type fat32ebd.exe, and then press ENTER.
- Press Y to continue, and then press ENTER.
- Copy Smartdrv.exe to the disk image. To do so, type copy e:\tools\oldmsdos\smartdrv.exe a: and then press ENTER.
- Restart the PC DOS 2000 guest PC to verify that the disk works. If you created the disk correctly, the Microsoft Windows 98 Startup Menu appears and gives you two options. Press ENTER.
- Change to the CD-ROM drive (typically, drive D or drive E). To do so, type D:, or type E:, and then press ENTER.
- Type dir, and then press ENTER.
The Windows 98 Second Edition CD-ROM's contents appear. The list includes the emergency startup disk, "Win98 <DIR>". This disk is different from the Windows 98 Second Edition Startup Disk that is created from Control Panel in Windows 98 Second Edition. This is a feature-limited emergency floppy disk.
