SYMPTOMS
When you set the MD_ETAG_CHANGENUMBER metabase property in Microsoft Internet Information Services version 6.0 to improve Web browser caching performance, performance does not improve.
CAUSE
Internet Information Services version 6.0 does not honor the MD_ETAG_CHANGENUMBER metabase property.
RESOLUTION
After you install this hotfix, Internet Information Services version 6.0 honors the MD_ETAG_CHANGENUMBER property.

The ETAG value for a static file response is generated by using the last-changed time and the metabase change-number. In Internet Information Services version 5.0, the MD_ETAG_CHANGENUMBER metabase property is used instead of the metabase change-number if the MD_ETAG_CHANGENUMBER metabase property, ID 2039, is present.
When certain metabase properties are changed, Internet Information Services version 5.0 automatically updates the MD_ETAG_CHANGENUMBER metabase property. Because of architectural changes in Internet Information Services version 6.0, the MD_ETAG_CHANGENUMBER metabase property is not automatically updated.
