SYMPTOMS
When you try to log on to your Windows 2000-based domain, your logon domain controller may return an arbitrary or random list of domain controllers to connect to SYSVOL. This behavior may cause a longer than usual logon delay, because you are retrieving SYSVOL data from a remote site domain controller.
CAUSE
This behavior may occur if you are a member of a site without a Windows 2000 domain controller.
RESOLUTION
To resolve this issue, complete the following two-part procedure.
Part 1: Download and install the update
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

Prerequisites
To install this hotfix, you must have Windows 2000 Service Pack 4 (SP4) installed. This feature is available only if you install the hotfix on the domain controllers.
Restart requirement
You do not have to restart your computer after you apply this hotfix.
Hotfix replacement information
This hotfix does not replace any other hotfixes.
File information
The English version of this hotfix has the file attributes (or later) that are listed in the following table. The dates and times for these files are listed in coordinated universal time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.

Part 2: Activate the hotfix
Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
To activate this hotfix, follow these steps:
- Quit all Windows programs.
- Click Start, and then click Run.
- In the Open box, type regedit, and then click OK.
- Locate, and then click to select the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DfsDriver
- After you select the key that is specified in step 4, point to New on the Edit menu, and then click DWORD.
- Type DfsEnableSmartClient, and then press ENTER.
- Right-click DfsEnableSmartClient, and then click Modify.
- In the Value data box, type 1, and then click OK.
- On the File menu, click Exit to quit Registry Editor.
WORKAROUND
To work around this behavior, install a Windows 2000 domain controller at your site.
