SYMPTOMS
When you start a Microsoft Windows 2000-based computer, the USB 2.0 Controller is displayed in Device Manager with an exclamation mark. When you view the status of this device, you receive the following message:
Any USB device that is connected to this computer through the USB 2.0 ports will not function.
CAUSE
This problem occurs during Windows 2000 startup. If the USB 2.0 driver is not loaded before the other processes in Windows 2000 are started, the required resources are locked and cannot be used to load the USB 2.0 driver in Device Manager.
