SYMPTOMS
When the administrator of a Microsoft Exchange Server 2000 forest creates a new user, all Exchange Server computers that are in your organization are listed alphabetically in the New Object - User dialog box. By default, the first Exchange Server computer is selected.
In an organization that was previously migrated from Microsoft Exchange Server 5.5, sometimes the default selection may cause new mailboxes to be unintentionally created on the wrong server.

MORE INFORMATION
After you apply the hotfix that is discussed in this article, Exchange 2000 caches the last-accessed server home messaging database (MDB). By default, new mailboxes are created on this server after the hotfix is installed.
