SYMPTOMS

When you programmatically shut down Windows (for example, by using the Shutdown.exe Windows 2000 Resource Kit utility), and then log off the computer, Windows does not shut down successfully.

Additionally, when you next press CTRL+ALT+DELETE, the Log On to Windows dialog box does not appear.

CAUSE

This behavior occurs because when you manually log off the computer, the shutdown process is canceled from the IntiateSystemShutdown() function. The shutdown notification from Winlogon is sent to the WinsrvNotify code but is discarded because of an incorrect logic process.
