SYMPTOMS
When you try to grant the Send on behalf permissions to a user for the mailbox of another user in Microsoft Exchange 2000 Server, you may receive the following error message:
CAUSE
This problem may occur if you are logged on as an Exchange administrator with the following delegated permissions to the user account mailbox that you want to grant this permission to:
Read All Properties
Write publicDelegates
RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. WORKAROUND
To work around this problem, allow the following permissions to the Exchange administrator account, on each of the user mailboxes to which you want to allow the Exchange administrator to grant Send on behalf permissions:
Read All Properties
Write publicDelegates
Write altRecipient
STATUS
Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
MORE INFORMATION
With this update you can allow a delegate Exchange administrator the permission to assign Send on behalf permissions to mailboxes, without having to allow them the additional permissions of assigning different recipients.
