SYMPTOMS
When you create a chart in Microsoft Excel 2002 or in Microsoft Office Excel 2003, the chart may not display data labels for each data point.
CAUSE
This issue occurs if the value of the data point is greater than the maximum value for the Value axis. This issue also occurs if the value is less than the minimum value for the Value axis.
RESOLUTION
Excel 2003
To resolve this issue in Excel 2003, add the following registry key. The fix is included in the initial release of Excel 2003. Therefore, there is no hotfix to download for this version of Excel.

To activate this hotfix, follow these steps:
- Start Registry Editor.
- Locate and then click the following key in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Excel\Options
- On the Edit menu, point to New, and then click DWORD Value. Name this DWORD value QFE_Bonn.
- On the Edit menu, click Modify.
- Set Value data to 1, and then click OK.
- Exit Registry Editor.

This problem is corrected in Microsoft Office XP Service Pack 3.

The following hotfix reverts Excel 2002 to the functionality of Microsoft Excel 2000 where this particular issue is concerned.
