SYMPTOMS
When you try to create an organization, either through code or through the Messaging Manager application, you may receive the following error message:
CAUSE
This problem occurs because a registry value is missing or has been corrupted.
RESOLUTION
To resolve this problem, reinstall BizTalk Server 2002 while you are logged on locally to the server.
STATUS
This behavior is by design.

When you create organizations, the BizTalk Object model verifies the edition of the product that is installed by parsing a value from the registry. This value is created during setup and is unique to each computer and each installation. If this registry check fails, or if the value that is retrieved is missing or has been corrupted, the function call returns 0x8000fff.
This problem has been seen to occur on a server where BizTalk Server 2002 was installed through Terminal Services. Installing Microsoft BizTalk Server by using Terminal Services is not supported.
