Summary: The error message “Load failure (173) on file COBCLI.LBR” will occur when compiling a program if you have not set or have incorrectly set the MS-DOS environment variable COBDIR. The following MS-DOS command correctly sets COBDIR. There should not be any spaces before or after the “=”: SET COBDIR=C: Note that the DOS environment variable COBDIR is not necessary for COBOL Version 2.2 and earlier versions.
