SYMPTOMS
The Set Program Access and Defaults icon does not appear on the Most Frequently Used (MFU) programs list on the following localized versions of Windows XP Service Pack 1 (SP1):
- Finnish
- Portuguese (Brazilian)
- Portuguese (Portugal)
You can typically access the "Set Program Access and Defaults" feature by using one of the following methods:
- Click Start, point to All Programs, and then click Set Program Access and Defaults.
- Click Start, click Control Panel, double-click Add or Remove Programs, and then click Set Program Access and Defaults.
CAUSE
Finnish
The Finnish translation of the phrase "Set Program Access and Defaults" contains the Finnish translation of the word "Help." Programs or links whose name or description contains the word "Help" are not added to the MFU list. Portuguese (Brazilian and Portugal)
The localized version of the "Set Program Access and Defaults" string appears in several different files, and must be exactly the same in each instance for this feature to work as designed. In the Portuguese (Brazilian and Portugal) localized version of Windows XP SP1, the localized versions of these strings are not exactly the same in each instance.

The Finnish version of this fix does not install any files. The installation package itself has the file attributes (or later) that are listed in the following table. STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem was first corrected in Microsoft Windows XP Service Pack 2.

To integrate these hotfixes into a Windows XP SP1 preinstallation image, use the appropriate procedure.
Finnish
The Finnish hotfix package does not install any files; it runs a script to modify the AddRemoveNames value in the registry, as described in the "Cause" section in this article. Therefore, there are no updated files to be slipstreamed into the preinstallation image.
To preinstall this hotfix, rename the hotfix installation package (Q331127_wxp_sp2_x86_fin.exe) to Q331127.exe (or to another name that uses the 8.3 file name convention), and then start the hotfix installation package during Setup (by using the Cmdlines.txt file or the [GuiRunOnce] section of the Unattend.txt file) by using the following command:
q331127.exe -q -n -z
Portuguese (Portugal)
The Portuguese (Portugal) hotfix package installs an updated Xpsp1res.dll file (renamed from Sprs0816.dll during Setup). However, you cannot preinstall this hotfix by slipstreaming this updated file (and catalog) into the Setup process (by using the Svcpack.inf file).
To preinstall this hotfix, rename the hotfix installation package (Q331127_wxp_sp2_x86_ptg.exe) to Q331127.exe (or to another name that uses the 8.3 file name convention), and then start the hotfix installation package during Setup (by using the Cmdlines.txt file or the [GuiRunOnce] section of the Unattend.txt file) by using the following command:
q331127.exe -q -n -z
Portuguese (Brazilian)
The Portuguese (Brazilian) version can only be installed by slipstreaming the hotfix files to Windows XP SP1 installation media or a share point, and then installing Windows XP from this location. To slipstream the Portuguese (Brazilian) hotfix to Windows XP SP1 installation media or a share point, follow these steps:
- Run Q331127_WXP_SP2_x86_PTB.exe. When you are prompted, type the full path to a temporary folder where the files will be extracted.
- Do one of the following:
- For a Windows XP Professional SP1 slipstreamed installation, copy the contents of the extracted hotfix Ip folder into the I386 folder of the Windows XP SP1 deployment share. You will be asked if you want to overwrite the files; click Yes for all files.
- For a Windows XP Professional SP1 slipstreamed installation, copy the contents of the extracted hotfix Ip folder into the I386 folder of the Windows XP SP1 deployment share. You will be asked if you want to overwrite the files; click Yes for all files.
Note Windows XP Professional edition also includes Windows XP Tablet PC Edition and Windows XP Media Center Editions.
- For a Windows XP Home SP1 slipstreamed installation, copy the contents of the extracted hotfix Ic folder into the I386 folder of the Windows XP SP1 deployment share. When you are prompted to overwrite the files; click Yes for all files.
The deployment share now has the hotfix slipstreamed onto it, and any installations from this share will contain the fix.
The temporary folder that you used to extract the hotfix files is no longer needed. You can delete it.
